The Volunteer Mentorship Initiative is expanding statewide. The Governor’s Faith-Based and Community Initiative, in partnership with the TN Department of Correction, is seeking qualified community-based Implementation Partners to recruit, onboard, and manage volunteer mentors within Tennessee’s fourteen state prisons. VMI is a relationship-centered reentry strategy designed to ensure that every returning citizen who desires a mentor has access to one. Implementation Partners are the backbone of this effort.

What Is the Volunteer Mentorship Initiative?
The Volunteer Mentorship Initiative (VMI) is a statewide effort to ensure that every returning citizen in Tennessee who desires a mentor has access to a consistent, trained volunteer relationship before and after release. At any given time, nearly 20,000 men and women are incarcerated in Tennessee state prisons, and more than 6,000 return home each year. The months following release are among the most vulnerable, often marked by barriers to employment, housing, and stable support.
Led by the Governor’s Faith-Based and Community Initiative in partnership with the Tennessee Department of Correction and local Implementation Partners across all fourteen state prisons, VMI mobilizes community volunteers, equips them through structured training, and supports ongoing mentorship grounded in accountability and trust. By aligning state leadership, faith-based organizations, nonprofits, and justice-impacted advisors, VMI strengthens public safety, restores dignity, and helps returning citizens move toward stability and renewed purpose.

Recruit qualified volunteer mentors from their local communities

Grant Application Details
Each selected Implementation Partner will receive an upfront $80,000 grant, with an additional $20,000 available for maintaining a minimum of 100 active mentors for three consecutive months, for a total potential award of $100,000 per facility. Funding and outcomes are per facility.
Funds are intended to help the selected Implementation Partner build capacity by either hiring a dedicated staff member or assigning an existing employee to oversee the Volunteer Mentorship Initiative (VMI) within their organization.
Organizations may apply to more than one prison facility; however, a separate application is required for each facility.
The VMI Team has assembled a Review Committee of more than 20 volunteers, including members of the VMI Justice-Impacted Council, leadership from CoreCivic, the Tennessee Department of Correction (TDOC), and the Tennessee Community Resource Board (TCRB). The Review Committee is responsible for scoring all applications based on the information provided in each submission.
All funds supporting this grant have been privately raised; no public dollars are used for this grant.
Selected Implementation Partners will participate in mandatory in-person VMI training on May 21–22, 2026, in Nashville, Tennessee. The 12-month grant period will begin on May 21, 2026, and conclude on May 20, 2027.
